So why are 9 in 10 workers checked out?"},"content":{"rendered":"<p><br \/>\n<\/p>\n<div>\n<h2 id=\"h-worker-engagement-in-singapore-has-stagnated-since-2019\" class=\"wp-block-heading\"><strong>Worker engagement in Singapore has stagnated since 2019<\/strong><\/h2>\n<p class=\"wp-block-paragraph\">Ever taken public transport during the weekday morning rush?<\/p>\n<p class=\"wp-block-paragraph\">Packed buses and trains. Corporate uniforms. Eyes glued to phones or staring blankly ahead. Lanyards around necks, coffee in hand, everyone hurrying somewhere that seems incredibly important.<\/p>\n<p class=\"wp-block-paragraph\">However, according to a new report released last week, most of them would rather be anywhere else.<\/p>\n<p class=\"wp-block-paragraph\">The inaugural <a href=\"https:\/\/www.sid.org.sg\/Web\/Professional_Development\/Publications\/Singapore_Workplace_Report_2026\/Web\/PD\/Publications\/Singapore_Workplace_Report.aspx?hkey=c8b87c27-e0db-4318-8d9e-b3a53a7cfd47\" target=\"_blank\" rel=\"noreferrer noopener\">Singapore Workplace Report 2026<\/a>, produced by workplace consulting firm Gallup and the Singapore Institute of Directors, found that only 14% of Singapore\u2019s workforce is actually engaged at work. <\/p>\n<p class=\"wp-block-paragraph\">In other words, 86 out of every 100 workers are either merely going through the motions or are actively disengaged from their jobs. <\/p>\n<p class=\"wp-block-paragraph\">What\u2019s even more staggering is that figure has barely moved since 2019.<\/p>\n<p class=\"wp-block-paragraph\">For workers under 35, the figure is even lower: just 10%. This paints a stark contrast with Singapore\u2019s broader economic success.<\/p>\n<p class=\"wp-block-paragraph\">Singapore\u2019s GDP per capita is projected to exceed <a href=\"https:\/\/www.imf.org\/external\/datamapper\/NGDPDPC@WEO\/OEMDC\/ADVEC\/WEOWORLD\/SGP\" target=\"_blank\" rel=\"noreferrer noopener\">US$107,000 in 2026<\/a>, according to the International Monetary Fund\u2019s (IMF) data. We consistently rank among the <a href=\"https:\/\/www.imd.org\/centers\/wcc\/world-competitiveness-center\/rankings\/world-competitiveness-ranking\/\" target=\"_blank\" rel=\"noreferrer noopener\">world\u2019s most competitive economies<\/a>, and this year, we rose to first place for being the most competitive. <\/p>\n<p class=\"wp-block-paragraph\">We have world-class infrastructure, one of the best education systems on the planet, and 64.2% of our workforce that\u2019s in professional, managerial, executive and technical roles, according to the <a href=\"https:\/\/stats.mom.gov.sg\/iMAS_PdfLibrary\/mrsd_2025Labourforce.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Ministry of Manpower\u2019s 2025 Labour Force report<\/a>.<\/p>\n<p class=\"wp-block-paragraph\">And yet, the Philippines (39%), Thailand (34%), Indonesia (27%), and Malaysia (25%) all have more engaged workers than us, according to the Gallup report. <\/p>\n<p class=\"wp-block-paragraph\">The global average is 20%, while Southeast Asia\u2019s regional average is 25%. Singapore sits at 14%\u2014below both, and well below what you\u2019d expect from a country of our economic standing.<\/p>\n<h3 id=\"h-it-s-costing-us-billions\" class=\"wp-block-heading\"><strong>It\u2019s costing us billions<\/strong><\/h3>\n<figure class=\"wp-block-image size-large\"><a href=\"https:\/\/vulcanpost.com\/wp-content\/uploads\/2026\/06\/singapore-economy.jpg\"><img fetchpriority=\"high\" decoding=\"async\" width=\"1024\" height=\"536\" alt=\"singapore economy\" class=\"wp-image-912020\" srcset=\"https:\/\/vulcanpost.com\/wp-content\/uploads\/2026\/06\/singapore-economy-1024x536.jpg 1024w, https:\/\/vulcanpost.com\/wp-content\/uploads\/2026\/06\/singapore-economy-300x157.jpg 300w, https:\/\/vulcanpost.com\/wp-content\/uploads\/2026\/06\/singapore-economy-768x402.jpg 768w, https:\/\/vulcanpost.com\/wp-content\/uploads\/2026\/06\/singapore-economy.jpg 1200w\" data-lazy-sizes=\"(max-width: 1024px) 100vw, 1024px\" src=\"https:\/\/vulcanpost.com\/wp-content\/uploads\/2026\/06\/singapore-economy-1024x536.jpg\"\/><img decoding=\"async\" width=\"1024\" height=\"536\" src=\"https:\/\/vulcanpost.com\/wp-content\/uploads\/2026\/06\/singapore-economy-1024x536.jpg\" alt=\"singapore economy\" class=\"wp-image-912020\" srcset=\"https:\/\/vulcanpost.com\/wp-content\/uploads\/2026\/06\/singapore-economy-1024x536.jpg 1024w, https:\/\/vulcanpost.com\/wp-content\/uploads\/2026\/06\/singapore-economy-300x157.jpg 300w, https:\/\/vulcanpost.com\/wp-content\/uploads\/2026\/06\/singapore-economy-768x402.jpg 768w, https:\/\/vulcanpost.com\/wp-content\/uploads\/2026\/06\/singapore-economy.jpg 1200w\" sizes=\"(max-width: 1024px) 100vw, 1024px\"\/><\/a><figcaption class=\"wp-element-caption\">Image Credit: The Light Lab via Shutterstock<\/figcaption><\/figure>\n<p class=\"wp-block-paragraph\">Employee disengagement isn\u2019t just a human resource problem, but a serious economic one.<\/p>\n<p class=\"wp-block-paragraph\">Globally, low engagement costs the world economy <a href=\"https:\/\/www.gallup.com\/workplace\/349484\/state-of-the-global-workplace.aspx\" target=\"_blank\" rel=\"noreferrer noopener\">approximately US$10 trillion in lost productivity<\/a> last year\u2014<a href=\"https:\/\/www.gallup.com\/workplace\/711230\/singapore-workplace-report-2026.aspx\" target=\"_blank\" rel=\"noreferrer noopener\">roughly 9% of global GDP<\/a>, per Gallup\u2019s global report.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">For Singapore, with 86% of its workforce disengaged, that translates to <a href=\"https:\/\/www.businesstimes.com.sg\/singapore\/economy-policy\/disengaged-workers-cost-singapore-economy-some-us73-6-billion-lost-productivity-report\" target=\"_blank\" rel=\"noreferrer noopener\">an estimated US$73.6 billion in lost productivity annually.<\/a> <\/p>\n<p class=\"wp-block-paragraph\">That\u2019s a figure that becomes harder to ignore when the <a href=\"https:\/\/www.mti.gov.sg\/newsroom\/mti-upgrades-2026-gdp-growth-forecast-to--2-0-to-4-0-per-cent-\/\" target=\"_blank\" rel=\"noreferrer noopener\">Ministry of Trade and Industry is already forecasting GDP growth of just 2% to 4% in 2026<\/a>\u2014down from a robust 5% in 2025. The <a href=\"https:\/\/www.gallup.com\/workplace\/711230\/singapore-workplace-report-2026.aspx\" target=\"_blank\" rel=\"noreferrer noopener\">Singapore Workplace Report<\/a> warns that chronically low engagement may increasingly become a \u201cstrategic liability,\u201d rather than just a mere corporate culture issue.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">For years, strong institutions, a stable business environment, and geographic advantages have let Singapore punch above its weight economically. The majority of them also admitted that none of it is making a real difference, merely \u201ctreating symptoms, not causes.\u201d<\/p>\n<p class=\"wp-block-paragraph\">One executive said plainly: \u201cEvery company has a mile-long employee wellbeing programme. This is standard. I am not surprised that this is not at all a differentiator.\u201d<\/p>\n<p class=\"wp-block-paragraph\">Another described how wellness initiatives get adopted in Singapore: \u201cA lot of programmes are not necessarily thought through strategically. It may be everybody\u2019s doing X, so let\u2019s do that as well.\u201d<\/p>\n<p class=\"wp-block-paragraph\">Moreover, the numbers don\u2019t lie. <\/p>\n<p class=\"wp-block-paragraph\">When leaders rated how well their organisations prevent chronic work overload, the average score was 2.93 out of 5\u2014the only survey item that fell below 3.0. Meanwhile, their well-being programmes scored 3.46.<\/p>\n<p class=\"wp-block-paragraph\">In other words, companies are spending money on yoga sessions while piling unsustainable workloads onto the same employees. Not the CEO, not HR, or the annual town hall, but the person you report to daily.<\/p>\n<p class=\"wp-block-paragraph\">And Singapore has a serious manager problem.<\/p>\n<p class=\"wp-block-paragraph\">Leaders rated how effective their managers were at developing and engaging their teams at just 3.32 out of 5 in the Singapore Workplace Report. Bleakly, the pipeline for future leaders scored even lower at 3.05.<\/p>\n<p class=\"wp-block-paragraph\">Leaders across industries described how their organisations invest heavily in technical skill development but provide little structured preparation to help employees transition to people manager roles. Then they get rewarded for their personal output rather than how well their team performs.<\/p>\n<p class=\"wp-block-paragraph\">One roundtable participant captured it perfectly: \u201cManagers are rewarded for performance, but they\u2019re not rewarded for being good managers.\u201d<\/p>\n<p class=\"wp-block-paragraph\">To become a CFO, you go through years of technical training, professional qualifications, and structured development. In contrast, to become a people manager responsible for the engagement and productivity of an entire team? Most organisations hand you the title and wish you luck.<\/p>\n<p class=\"wp-block-paragraph\">Moreover, Gallup\u2019s research found that companies fail to choose manager candidates with the right talent 82% of the time. So, besides being a training problem, it also starts with a problem in the managerial selection process.<\/p>\n<p class=\"wp-block-paragraph\">However, it doesn\u2019t have to be this way. <\/p>\n<p class=\"wp-block-paragraph\">A regional financial services company featured in the Singapore Workplace Report decided to do things differently. <\/p>\n<p class=\"wp-block-paragraph\">They invested in a sustained, multi-year programme to build manager capability and deliberately reduced team sizes so managers had room to actually do their jobs well. They\u2019re labelled the <a href=\"https:\/\/www.straitstimes.com\/singapore\/only-1-in-10-young-singapore-workers-is-engaged-at-work-gallup-report\" target=\"_blank\" rel=\"noreferrer noopener\">\u201cStrawberry Generation\u201d<\/a>: soft, fragile, and unwilling to put in the hours that previous generations did.<\/p>\n<p class=\"wp-block-paragraph\">However, the Singapore Workplace Report pushes back on this pretty firmly.<\/p>\n<p class=\"wp-block-paragraph\">Workers under 35 have an engagement rate of just 10%, compared to 16% for those 35 and older. They report more daily stress (53% vs 37%), are three times as angry, and have more daily negative emotions than their older colleagues. <\/p>\n<p class=\"wp-block-paragraph\">As such, those workers under 35 are less engaged and slightly less likely to be \u201cthriving\u201d in their overall wellbeing than their older counterparts.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">But when senior leaders were asked why, the overwhelming answer did not involve workers\u2019 attitudes, but external, structural conditions they face as a generation.<\/p>\n<p class=\"wp-block-paragraph\">Younger workers in Singapore are <a href=\"https:\/\/vulcanpost.com\/892924\/most-hdb-apartments-could-cost-over-a-million-not-only-good-but-necessary\/\" target=\"_blank\" rel=\"noreferrer noopener\">navigating housing costs that are significantly higher<\/a> than what previous generations faced, greater job and career uncertainty, and <a href=\"https:\/\/www.businesstimes.com.sg\/singapore\/ai-upheaval-entry-level-ict-job-postings-singapore-fall-38-roles-change-says-accenture\" target=\"_blank\" rel=\"noreferrer noopener\">a labour market shaped by AI disruption that\u2019s specifically hitting entry-level roles hardest<\/a>. <\/p>\n<p class=\"wp-block-paragraph\">They\u2019re also more likely to speak openly about burnout and mental health, which older leaders sometimes misread as fragility rather than honesty.<\/p>\n<p class=\"wp-block-paragraph\">One management consultancy leader rejected the premise that younger workers are the problem: \u201cThey\u2019re just different, and they need to be engaged differently, but I see more gaps on our end.\u201d \u201cIt\u2019s not just work environment, it\u2019s the economic environment. A<a href=\"https:\/\/www.nber.org\/papers\/w31161\" target=\"_blank\" rel=\"noreferrer noopener\"> 2024 study by MIT and Princeton<\/a> found that generative AI disproportionately affects tasks performed by newer, less experienced workers. <\/p>\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.weforum.org\/stories\/2026\/03\/how-ai-is-changing-the-nature-of-entry-level-work\/\" target=\"_blank\" rel=\"noreferrer noopener\">Employers simply need fewer fresh graduates <\/a>to do the baseline legwork when AI can handle it faster and cheaper.<\/p>\n<p class=\"wp-block-paragraph\">The cruel irony is that AI makes experienced workers more productive while reducing the opportunities for less experienced ones to become experienced in the first place.\u00a0 Organisations that automate junior-level work without redesigning development paths risk producing mid-career professionals who never had the opportunity to build the foundational skills their roles and organisations require.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">Meanwhile, 85% of leaders surveyed in the 2026 Singapore Workplace Report said they were confident in AI\u2019s value to their organisation. However, only about a third were optimistic about Singapore\u2019s overall workforce readiness. <\/p>\n<p class=\"wp-block-paragraph\">Leaders rated their own organisation\u2019s AI readiness at 4.11 out of 5, but dropped to just 3.18 when asked about Singapore\u2019s workforce direction overall. A few Singapore organisations featured in it have actually cracked the code on worker disengagement, and it\u2019s not as impossible as it seems.<\/p>\n<p class=\"wp-block-paragraph\">A government healthcare innovation unit improved engagement significantly over one to two years simply by running quarterly feedback surveys, meeting with employees in small groups, and making sure that every round of feedback produced a visible organisational response. <\/p>\n<p class=\"wp-block-paragraph\">No fancy programme, but just listening and following through.<\/p>\n<p class=\"wp-block-paragraph\">In addition, roundtable participants also coined a concept called \u201ccareer bouldering\u201d\u2014the idea that career development doesn\u2019t have to be a linear climb up the ladder. <\/p>\n<p class=\"wp-block-paragraph\">Instead, organisations can keep high performers engaged by encouraging lateral moves across different functions and teams, creating intense, varied career journeys that develop people more broadly and keep them from stagnating in roles that no longer challenge them.<\/p>\n<p class=\"wp-block-paragraph\">The four priorities leaders in the Singapore Workplace Report agreed on to ensure interdependent components that function together within a fully integrated performance infrastructure, in order of votes, are: building manager capability; aligning culture with actual employee experience; repositioning HR as a strategic function rather than a compliance team; and maximising talent density to develop every person in the organisation, not just those on a leadership track.<\/p>\n<p class=\"wp-block-paragraph\">None of these is even a revolutionary idea. Companies are just not doing enough.<\/p>\n<p class=\"wp-block-paragraph\">Singapore can afford to fix these distressing numbers. It just begs the question of whether companies will decide they want to.<\/p>\n<p class=\"wp-block-paragraph\">For workers, especially younger ones, the report is a useful reality check. If you\u2019re in that 90% who feel disengaged, you\u2019re not alone, and you\u2019re probably not imagining it.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">But it also means it\u2019s worth asking harder questions about where you work. Does your manager actually invest in your development? Does the company follow through when you give feedback?
